Ebtesam Almazrouei
Dr. Ebtesam Almazrouei serves as Executive Director of the Office of AI and Advanced Technology, the executive arm of the AI and Advanced Technology Council (AIATC), established under Law No. 3 of 2024. The council serves as the supreme authority responsible for all AI and advanced technology projects, investments and research in Abu Dhabi.
In her role, Dr. Almazrouei executes the council's strategic competencies by developing AI/AT strategies, directing cross-sector initiatives, managing regulatory frameworks, and overseeing investment and policy development. She leads strategic coordination across governmental and private entities to establish an optimal ecosystem for AI/AT project development, encompassing investment initiatives, research programs and innovation infrastructure that drives economic growth and social development in the Emirate of Abu Dhabi.
With extensive experience spanning government, academia and industry, Dr. Almazrouei is also the Founder and CEO of AIE3, a pioneering enterprise dedicated to AI innovation and digital transformation. Internationally recognized for her leadership in AI governance, she serves as Chairperson of the United Nations (UN) AI for Good Impact Initiative and also previously served as Senior AI Consultant to the International Telecommunication Union (ITU), where she contributes to global policymaking and inclusive technology frameworks.
Previously, Dr. Almazrouei was the Executive Director and Chief AI Researcher at the Technology Innovation Institute (TII), where she led the establishment of the AI Cross-Center Unit (AICCU). She led the development of the open-source generative AI models "Falcon"– Falcon 7B, 40B and 180B–and the development of “NOOR,” the first and largest Arabic language model in 2022, advancing generative AI models in technology.
Dr. Almazrouei has earned numerous accolades for her work, including recognition among the Top 100 Global AI Leaders by H2O.ai, Leading Women in AI globally, and the Women in Tech® MENA Award. She remains actively engaged on multiple international advisory boards, providing strategic counsel on ethical technology advancement and digital transformation.
Dr. Almazrouei is an entrepreneur, patent inventor and thought leader in AI. She holds a PhD in Artificial Intelligence for Wireless Communication Engineering and Computer Science, underscoring her commitment to fostering innovation and technological excellence.
