Dr. Ebtesam Almazrouei
Dr. Ebtesam Almazrouei serves as the Executive Director of the Office of AI and Advanced Technology under the Department of Finance in Abu Dhabi. She also chairs the United Nations AI for Good Impact Initiative in Geneva, where she leads global efforts in advancing responsible and inclusive AI innovation.
Previously, Dr. Almazrouei served as Executive Director and Chief AI Researcher at the Technology Innovation Institute (TII), where she established the AI Cross-Center Unit (AICCU) and led the development of the open-source Falcon models (7B, 40B, 180B) and “NOOR,” the first and largest Arabic language model, launched in 2022.
Her international engagements include serving as Senior AI Consultant to the International Telecommunication Union (ITU) and founding AIE3, an AI innovation and digital transformation venture. She sits on multiple global advisory boards, providing strategic guidance on ethical technology advancement and digital transformation.
Dr. Almazrouei has been recognized as one of the Top 100 Global AI Leaders by H2O.ai, a Leading Woman in AI globally, a recipient of the Women in Tech MENA Award, one of the 2025 UAE Women Pioneers and among Economy Middle East’s Top 30 Women in Tech.
An entrepreneur, patent inventor and thought leader in artificial intelligence, Dr. Almazrouei holds a PhD in Artificial Intelligence for Wireless Communication Engineering and Computer Science, reflecting her commitment to innovation and technological excellence.
